Firmware Corruption / Crash
The printer operating system crashed or is in an infinite bootloop.
Recommended solution
Disconnect the ethernet and phone cords, and disable your WiFi router temporarily. Unplug the printer power cable for 2 minutes. Connect the printer directly to a wall outlet and power on with network cables unplugged. If it starts up, connect via USB to update or reinstall the official firmware using the HP firmware update utility.
